On January 31, 1907, Sarah submitted an application for a share of money appropriated for the Eastern Cherokee Indians by Act of Congress, approved June 30, 1906, in accordance with decrees of the Court of Claims of May 18, 1905 and May 28,spouse: Dugger, Joseph "Joel" Alexander (1847 - >1908)
1906. In her application, she stated:
"My name is Sarah Ann Dugger; I was born in Wilkes Co., N.C. in 1849; I claim my Indian blood through my mother; I make no claim through my father; my mother was born in Wilkes Co., N.C. in 1818; my mother got her Indian blood from her father;
my grandfather's name was John Brooks; he was born in Wilkes Co., N.C.; my grandfather got his Indian blood from his father, Cook Brooks; I think he was also born in N.C.; I do not know the year of his birth; my mother never lived with the
Cherokee as a member of the tribe; her father would not let her; my grandfather, John Brooks, lived with the Cherokees as a member of the tribe; my great grandfather, Cook Brooks, was a half blood Cherokee and a Cherokee chief went West with
the Cherokee Indians when they were driven from this part of the country; I think they went West of the Mississippi River; in 1835 my grandfather and mother lived in Wilkes Co., N.C.; in 1851 they lived at the same place; neither I nor any of
the ancestors through whom I claim were ever enrolled and I do not remember of ever hearing of the enrollment; none of the ancestors through whom I claim were ever held as slaves; none of the ancestors through whom I claim ever received any

In her Washington file were letters dated January 27, 1908; April 3, 1908; November 23, 1908; and April 27, 1909, inquiring as to the status of her claim. Her letter of April 3, 1908 was on the letterhead of C.L. Henry, Attorney at Law, of
Spring Place, Georgia, and stated:
Hon. Guion Miller, Washington, D.C.
Dear Sir; Replying to your letter of recent date in regard to application number 17158 for participation in Cherokee funds arising from the appropriation by congress will say that I do not know why my grandparents or my parents were never
enrolled. I do not, of my own knowledge, know of any one of my relatives that are on roll but have always been taught that I had Cherokee blood in my veins and my mother informs me now that her father's name was John Brooks and her
grandfather's name was Cook Brooks and that she is satisfied that he was enrolled as he left Wilkes County, N.C. when the Indians were driven away from there and died in the Cherokee Nation. My mother will now be willing to swear that we have
Indian blood in our veins. I stated in my application that my mother was dead but have since learned that she is living. Yours Respectfully, Saran Ann Dugger
Sarah's claim was rejected, stating "It does not appear that any ancestor was a party to the treaties of 1835-6 or 1846, nor does it appear that any ancestor was ever enrolled. Shows no real connection with the Eastern Cherokees."

I suspect this death date may be wrong. It seems unlikely that Mary could have been born in April in Cummings, GA, died 5 months later in Texas, and have a brother born two yearsafter that back in Georgia.
